Semi-qualified and unqualified persons can learn individual modules of a training occupation via a partial qualification (TQ). Each module forms a self-contained unit, can be examined individually and completed with a certificate. The sum of all modules forms one training occupation each. 

Partial qualifications are usually offered by local education service providers. A sign of quality are quality seals, such as "One TQ better!", which is awarded by the employers' associations. The Federal Employment Agency (Bundesagentur für Arbeit) supports both low-qualified persons  and SMEs with low-qualified employees who wish to acquire partial qualifications. In addition to the partial or complete assumption of training costs, it is also possible to receive subsidies towards wages.
