Through partial qualifications (TQ), semi-skilled and unskilled workers can learn individual modules of a skilled occupation. Each module forms a self-contained unit, can be tested individually, and can be completed with a certificate. The sum of all modules represents a skilled occupation. 

Partial qualifications are usually offered by local education providers. A sign of quality are seals of approval such as "Eine TQ besser!" (One TQ better!), which is awarded by employers' associations. The Federal Employment Agency supports both low-skilled individuals and SMEs with low-skilled employees who wish to acquire partial qualifications. In addition to partial or complete coverage of course costs, it is also possible to receive subsidies for wages.
