According to the German Constitutional Act (Article 16a GG), individuals who are granted asylum or entitled to asylum are those who, if they returned to their country of origin, would face serious human rights violations, e.g. because of their nationality or political beliefs. Since this law only considers persecution by the state, emergency situations such as poverty, civil wars or natural disasters are excluded as grounds for protection.
