Dublin procedure
The so-called Dublin procedure (Dublin Regulation) came into force throughout the EU on 1 September 1997. It is a treaty between all EU Member States plus Switzerland, Norway and Liechtenstein. It stipulates that an asylum seeker's application will be examined in the first EU country he or she arrived.
